The closer a system is to its natural resonance, the less energy it will take to set it in motion. Ideally it would balance well enough to trigger a shift in mass that pushed it all the way the other direction and tipped the weight back again. Since that would constitute a perpetual motion machine I won't get my hopes up. However if the system balanced well enough and the energy needed to set it in motion were less than that collected from the angular momentum of the earth, it would run indefinitely. Such as in the case of a mass oscillating with a period the same as the rotation of the earth.
